Thousands gathered on Paulista Avenue in São Paulo despite 13°C temperatures to support Senator Flávio Bolsonaro’s call for the impeachment of Alexandre de Moraes. The rally, held to pressure the Supreme Court minister, focused specifically on Moraes rather than the institution of the STF itself, a deliberate shift from previous protests.
Future Cabinet Plans
Bolsonaro, a presidential candidate, declared he would appoint five STF ministers if elected, predicting Moraes would be impeached. He stated he intends to nominate men and women who oppose abortion, illegal drugs, and gender ideology in schools. He also mentioned plans to lower the minimum age for criminal responsibility.
The senator emphasized that the Supreme Court is larger than any single individual, arguing it must be “protected from Alexandre de Moraes.” He linked voting for President Lula to supporting Moraes, claiming a Bolsonaro victory would prevent the president from appointing four more ministers with Moraes’s judicial style.
Bolsonaro also referenced the attack against his father, Jair Bolsonaro, noting that the imprisonment of the former president for crimes he did not commit was the second knife wound. He asserted that the mission had passed to his eldest son and that they would face further attempts to harm them and their allies.
Historical and Political Rhetoric
Bolsonaro used historical language to describe the current political moment, stating that history books will record the end of “Moraes’s dictatorship” and the closing of a “sad chapter” for Brazil. He positioned the current government as an extension of the previous PT administration.

While the ex-bankier Daniel Vorcaro, a central figure in the Moraes investigation and a film sponsor of Bolsonaro, was largely absent from the event, Pastor Silas Malafaia referenced direct conversations between Moraes and Vorcaro detailed in a Federal Police report. The senator also announced plans to classify the PCC and Red Command criminal organizations as terrorist entities, mirroring the United States’ approach.
The ex-banker Daniel Vorcaro, who was a central figure in the Moraes investigation but also sponsored the film about Bolsonaro, was notably absent from the event. Only Pastor Silas Malafaia made direct references to the conversations between Moraes and Vorcaro found in the Federal Police report.
While the rally focused on legal changes, the atmosphere carried symbolic weight. An inflatable doll of Donald Trump holding a Pixuleco—a reference to the protest figures during the Lava Jato operation—was visible. The event featured speeches from Governor Tarcísio de Freitas and Deputy Nikolas Ferreira, alongside a brief appearance by Bolsonaro’s wife, Fernanda, to appeal to female voters.
Without a change in the judicial composition, the proposed appointment of five new ministers faces a legal roadblock. The constitution grants the President the power to nominate justices, but the Senate holds the power to confirm them. If the current STF majority remains intact, any attempt by a future administration to stack the court with aligned judges would likely result in those nominations being rejected.
